Final Propositional Revelation

The Authorized Version, called the King James Bible, is God's unique, preserved, and perfect propositional revelation, for which we thank Him, and which we strive to study, learn, and obey. OK time for stupid question time from this old redneck!! What is meant by the bolded phrase above. Propositional gives me the idea it is a proposal and therefore not a firm thing.
